CDR Downes will present an overview of the Joint Improvised Explosive Device Defeat Organization (JIEDDO) and will discuss JIEDDO's mission, strategic focus and unique organizational functions. During his presentation CDR Downes will highlight the current IED threats facing our Dismounted patrols in Afghanistan and present some thoughts on global threat and evolution of IEDs. Ideally, attendees will come to understand the current and future requirements challenges and gaps and how to work with JIEDDO to predict and pre-empt them with new capabilities.

Tactical Bases are established operational necessities which have historically lacked coherent and integrated planning in terms of equipment, support, efficient operation and training. In order to address this, UK is developing a strategy that will deliver improved integration. Priorities lie, in the short-term, with operations in Afghanistan, but in the medium to long-term in building an enduring capability to meet future challenges. Ultimately there will be a ‘Golf Bag’ of capabilities that an operational commander can pick from, confident that all the components fit and work together across all Defence Lines of Development and in the knowledge that front line troops are trained and familiar with the Base footprint.

 Since work started in mid-2010, UK has conducted a FOBEX Industry showcase and briefed its intentions widely and internationally. Future work is focused on delivering a Reference Tactical Base consisting of 3 elements: a Virtual Knowledge Base, a Systems Dynamic Model and a Physical Test Site. UK is engaged with the US at Fort Devens and 1* exchange visits are planned for early 2012.
